Southeast is crosswind, so I guess both directions are possible. Often the selected flying direction is coordinated with Eindhoven, because of it's bordering CTR airspace and Arrival/Departure routes.
There are bound to be some people with scanners there, it's best to immediately follow their example if they collectively start speeding to the opposite runway-end!!
I never knew Volkel has an ATIS? I guess that's newly introduced? And, if Eindhoven is any indication, approach lights may be lit on both ends of the runways.
