Are you sure those aren't single ships?

AFAIK, this flight was 4, 2 per flight

HUNT49 also seemed to have made an attempt into departing but taxied back at 14:36L...?

Flightplan, not present at the field
HUNT49 movement was from ADSB, the H60s which flew IFR were singles, not a 4 ship total, which eventually was figured out

My ADSB tracks it back to Ansbach-petersdorf as the most likely option.

Callsign from the blackhawks currently departing is also ROMEO (20360)

2 callsigns being named currently, ARMYCOPTER and ROMEO, so it is a guess what is what as my ATC quality isnt that well currently..
