4X-ISR would be a likely candidate, but that hasn't moved yet for 16days, according to the trackers. Also no other 4X-reg (apart from the regular ELAL 4X-EHD) inbound at the moment. As the opening (and street closures) is between 1130-1530), one might assume it is enroute now. So likely its off trackers.

Another viable option would be he's arriving on one of the low key military Gulfstreams. Those often also do not track on such occasions.
