The Lot 18 F-35 contract awarded to Lockheed Martin on december 20th 2024 speaks about "15 F-35A aircraft and one F-35B aircraft for F-35 non-U.S. Department of Defense (DOD) program partners" ( also see https://forum.scramble.nl/viewtopic.php ... start=2745).
This is different than "Foreign Military Sales (FMS) customers".
Is there an idea which enduser this might be?

Total of aircraft from that lot that will be delivered to the program partners (UK, NL, Italy, Australia, Canada, Denmark, Norway - list taken from Wikipedia).
So your title is not correct. It is not non-program partners, it is program partners that are non-US DoD.
