The aircraft is owned by a civilian company (Natexis Lease SA), and is registered to and operated by another civilian company (Twin Jet) for the French government (in this case a POF callsign, so the Police Aux Frontières).
Personally I'd call it civilian, but if someone else considers it military thats up to them.
