Colombian AF states on their website: “In the facilities of the Combat Air Command No. 1, training was started in general English and specialized aeronautical English of seventy-four officers and NCOs of the Colombian Air Force, who will participate in the international exercise "Red Flag 2018", to be made in the United States.

So, Colombian AF personnel will be training from just _after_ RF2018-2 until exactly the day after RF2018-3. I’d say that pretty strong circumstantial evidence.
And CJ probably has the best connections available...

Too bad for the Kfirs at RF18-2. Everything booked for me so I go anyway. Any RF should do it. Even though RF18-1 may be one of the best ever due to participants list.
