Colombian AF states on their website: “In the facilities of the Combat Air Command No. 1, training was started in general English and specialized aeronautical English of seventy-four officers and NCOs of the Colombian Air Force, who will participate in the international exercise "Red Flag 2018", to be made in the United States.
From April 3 to August 4, the staff of pilots, flight technicians and crew belonging to the Combat Air Command No. 1 and Air Transport Military Command, will expand their knowledge in the general English language and aeronautical phraseology, increasing the linguistic skills required for the mastery of a second language.
This will allow the personnel that will participate in this important air combat exercise to communicate and interact appropriately with members of the other countries. So, Colombian AF personnel will be training from just _after_ RF2018-2 until exactly the day after RF2018-3. I’d say that pretty strong circumstantial evidence.
