If you google for Belegungsplan Meiringen 2019 you will find the Swiss Air Force site with an activity plan for Meiringen for the entire year. It does not get much easier than that I would say

I've read that during the winter months the sun doesn't reach the base due to the steep valley sides - does anyone know at which point the airbase starts getting sunshine again?

Hard to tell exactly, of course it will be a gradual thing. But is has to be somewhere early spring I guess.
Taking pictures during winter anyway is also possble, just different light conditions.
