No, the first B of Lot 12 was 169680 (BF-95).
169702 wasn't the first C of Lot 11 either, that was 169631 (CF-36). It was the first of the additional 4 added to Lot 11.

Ok, so there were no FY2017 LRIP 11 Congressional Aid Package B's?

Yes there were. Basic Lot 11 were 22 B's (BF-71 till BF-92 (169607 till 169628)) and then 2 additional aid package (BF-93/94 (169678/169679)).

Correct, callsign was Lightning12. Heard him switching Cameri tower on return after his test flight.

Noted AF-246 (18-5355/AK "355 FS") and BF-101 (169686) Friday, June 19, 2020.
Both flew with a Lightning callsign used during company test flights. I have not seen these prior so could have been first flights.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $360,800,000 not-to-exceed undefinitized contract modification (P00038) to previously awarded fixed-price-incentive-firm-target contract N00019-17-C-0001. This modification provides for the procurement of four F-35C Carrier Variant Lot 14 aircraft for the Navy.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $67,690,000 not-to-exceed modification (P00004) to previously awarded fixed-price-incentive-firm-target advance acquisition contract N00019-20-C-0009. This modification procures long lead materials, parts, components and support necessary to maintain on-time production and delivery of nine lot 16 F-35A Lightning II aircraft for the government of The Netherlands, as well as seven F-35A semiconductors and two F-35B Lightning II aircraft for the government of Italy.

CORRECTION: The June 29, 2020,

announcement of a contract modification (P00004) to Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas (N00019-20-C-0009), for $67,690,000 included incorrect procurement information. This modification is for the procurement of long lead materials, parts, components and support necessary to maintain on-time production and delivery of nine Lot 16 F-35A Lightning II aircraft for the government of The Netherlands, as well as seven F-35A Lightning II and two F-35B Lightning II aircraft for the government of Italy.
