At an uncontrolled airfield, yes. In this case, it is rather unlikely right of way had much to do with it. Moreover, the definition of a runway incursion does not include 'right of way'. And finally, 'runway incursion' implies something that may not be the case here, especially to less informed people - like those reading with us and sometimes blowing up matters just to have a story. I don't like when that happens, thus the question.

It does not have to be a mistake. Sometimes, manoeuvres at an airfield take longer than anticipated, for various reasons. That can lead to a runway still occupied with an aircraft on short final, in which case a go-around is often the best option. That is, most of the time, still a fully-controlled situation. I am not saying it was in this case because I don't know, but I oppose to suggestions it was not before facts are clear. That's all. 8)

FYI: the above was indeed a missed approach initiated by the controller, because the planned crossing took too long.

And why would that not be a runway incursion?

I think this describes exactly what happened yesterday; nothing has been blown up. It does not matter whether it was pilot error, ATC error or just bad timing.

Also I think right of way has quite a bit to do with it. See below quotes from ICAO Annex 2 chapter 3.2 Avoidance of collsions:

and:
ICAO wrote:Note 1.— It is important that vigilance for the purpose of detecting potential collisions be exercised on board an aircraft, regardless of the type of flight or the class of airspace in which the aircraft is operating, and while operating on the movement area of an aerodrome.
On a side note: today I saw another go-around/missed approach (only on FR24 this time). It concerned flight KLM50V/KL1926 approaching runway 18C around 1030h LT. Based solely on FR24 observation, it looks like there was a vehicle on the runway.

SAS1583 (B738, LN-RRJ) van ARN naar AGP gaat straks uitwijken naar AMS vanwege een technisch probleem. Zal eerst nog de nodige tijd in de NARSO holding doorbrengen.

Looks BLuescan 351 is going to divert to Schiphol due to medical situation.

Transavia HV792 from Preveza (Sept 5) returned home after a delay of more than 12 hours, due to one of the thrust reversers (left one) gave a warning during landing at Preveza.
Technician was flown in, who secured the bolts, avoiding any unexpected things.
Landing was without any problems (and without thrust reversing, which is no problem at all) Sept 6 at 00.17 hours.
