What were they doing with that F-4? (is it converted to a QF-4?)

Hard to say what the purpose of this one was but it was depreserved , the spook was on the defueling/holding path when i seen it. Anybody outthere that might have an idea let me know , the word on the street is that now even F-16ADF's are being considered for the QF task.
