Maybe they can as part of the SAFA inspections (Safety Assessment of Foreign Aircraft) as per this link (sorry could only find in Dutch). Also this link may be helpful, also published is the EUROPEAN CIVIL AVIATION CONFERENCE's most recent report on SAFA (2005).

The only person who can release the airplane for flight is the Ground Engineer.

Though he needs to check if the CofA and other papers are still valid, or are valid for at least the intended flight. An extension or exeption for a ferry flight can be given on some conditions. The CofA needs to be issued by the authorities of the country where the aircraft is registered.

The IVW may be there as the eyes for the portugeese authorities.
And according to the link supplied by MP744SF, the IVW SAFA team can ground the airplane if they have serious issues.

Last news is that the Tristar will be scrapped, it´s a pitty.

What would be the reason? they spent so much time on it to get it airworthy again?

Where does this news come from? I guess when this news is right, they can't get it airworthy. There must be a few million down the drain.I hope someone has info on this why this decision has been taken.

Ik heb op schiphol ook gehoord dat ze hem steeds niet genoeg "veilig" kregen om te gaan vliegen richting LIS. Tevens waren de motoren soms een groot probleem. Maar misschien niet iets voor het Aviodrome.... Ze hebben dr nu toch al zo veel aan besteed......

Again as far as my information goes the Tristar will be scrapped. Friday at my work I will figure out the status of the scrapping.

In my opion it is not ready for flying. Not all the testruns went smoothly and there hasn´t been a testflight so far.

It seems no one at Luzair knows about TMR being scrapped. In fact, even today, they were working to put the aircraft in the air again...

The last engine was certified a couple of days ago. It's just a question of paperwork for the temporary airworthiness certificate.

I can add to that I bumped into some TAP engineers today ... telling me also that it is a matter of paperwork and that TMR will def fly..

Now serious.
Just received a mail from the mx manager:

Hello Willem, Well The tri star lost its c check slot in VCV, But it is
slated for a slot in May. Luzair (the owner) still has plans to do a one way
ferry flight to Lisbon, then onto VCV. I will keep you posted. Regards .....

So we'll have to wait another month.

Some misscommunication about scrapping. The Tristar will not be scrapped but hangaar 9 just beside it. That´s were the confusing has started.

So the tristar will be towed away. Did take a look, funny how they placed the fences. Between engine three en the fuselage.

If they want to move the tristar they have to get rid of the fences first. Some good thinking. Take a look if you can at East.
