I recently read that not-mowing is a tactic against birds who really like fresh mown grass! Therefore not bloody likely I would say...

Looks more logical to me..

With the green line the possible departure routes for the aircraft as the red line is closed because of construction works. And the yellow dotted lines the crossing when no traffic.

Let's hope the paid acces is well spend...

My vote is absolutely with you Kier but unfortunately last week several locally based F-16s were seen taxing from the shelter areas south of your red line using the beginning of RWY26L as taxiway. https://www.youtube.com/watch?v=iQYnoChdz0w

The organisation send out a PDF-document on June 7th with all the details, so perhaps you should check your mailbox.
