On 10 december 2021, the Finnish government authorised the Finnish Defense Forces Logistics Department to enter a procurement agreement with the United States for acquiring the Lockheed Martin F-35A Lightning II.

Scramble Magazine reported this week on reports in Finland's media that Finland is opting for the F-35A.

The acquisition will include 64 F-35A Block 4 multi-purpose fighters, large-scale and versatile armaments tailored to Finnish circumstances, as well as the necessary training and maintenance solutions, other ancillary systems and maintenance and servicing services until the end of 2030.

According to the evaluation of Finnish HX Fighter Replacement Programme (HX-FRP) tender, the Lightning II met the requirements of the security of supply, industrial cooperation and cost decision areas. The operating and maintenance costs of the F-35A will fit within the given cost framework, and lifecycle development is possible with the normal resources of the Defence Forces.

The main focus of Lockheed Martin's industrial cooperation is on direct industrial cooperation, which creates significant independent maintenance capabilities. The most important industrial co-operation projects are the large-scale production of F-35 front frames in Finland for other users as well, the production of structural components and the ability to test and maintain equipment. In addition, a final engine assembly project for Air Force aircraft is being offered in Finland.

The total funding for the HX programme is EUR 10 billion. Parliament has approved an order for EUR 9,4 billion for the fighter project to acquire a Hornet replacement system and a five-year transfer appropriation of EUR 579 million. The current acquisition is worth approximately EUR 8,4 billion. The aircraft account for EUR 4,7 billion and AMRAAM and Sidewinder for EUR 755 million. Maintenance equipment, spare parts and replacement equipment, training equipment, other systems and services to be procured, and maintenance for 2025-2030 will cost a total of EUR 2,9 billion.

The first Lightning IIs will be delivered to Finland in 2026. The Hornets will be replaced between 2028 and 2030.
