Indeed she did a flyby over the tower at approx 600ft (way too high!).

Exactly. Where are the times when a clearance was accompanied by "cleared Victor arrival, 500ft or below" when the TWR controller actually meant to add "and do a 360 round the main tower at 300ft AGL" ;-)
