Must be a "flight suspension".....

A flightplan is on a certain time, when the aircraft is not reported airborne within a certain time frame the flightplan is no longer valid, and a flight suspension message is send. When the company sends a delay message on the flightplan, a de-suspension message will be send.

A flight suspension can also be received when the departure or arrival airport is closed for some reason, or when a part of the route in the flightplan is no longer available. The reason for a flight suspension is always send along with the message.
