With delivery of the first KC-390 for Brazil expected later this year,Portugal is the first country to sign on for 5 KC-390 from Embraer:

Since the hose-drogue system on the KC-390 does not have any value for the Portuguese AF, would it be more likely that these will be cargo only C-390's?

Correct. No tank boom visible according pictures. So will be C-390's.
