Ministry stops arms project

The Department of Defense cancels the modernization of the Navy's maritime patrols.
The reason: technical risks and significant cost increases.

Yesterday the "Jester" maritime surveillance aircraft landed at the Bundeswehr site in Nordholz in Lower Saxony.

There, the crew of the P-3C Orion aircraft helped monitor the maritime area.

Tracking pirates, securing merchant ships, and delivering relief supplies to Somalia

The Navy's maritime patrols are important, especially since not many nations have this ability.
But the machines could soon be dispatched much less often than ever.
The Ministry of Defense announced that it would cancel the modernization.

In a letter to the members of the Committee on Budgets, which is available from NDR Info ,
it says: "The prevailing material commitment, which has been significantly reduced for many years,
results in permanent operational-related restrictions with an uncertain project outcome."

Work not yet completed

By 2023, the Navy's eight planes were to be modernized.

In 2004 the Bundeswehr took over the used aircraft from the Dutch army.
For the repair and upgrade, initially 500 million euros were estimated, later another 340 million euros.

Airbus took over the work on the Lockheed aircraft and renewed wings and retrofitted electronics.
However, work on all of the aircraft has not yet been completed.

The P-3C Orion should be in use until 2035,
from then on a new sea reconnaissance aircraft should be introduced.

But now it is clear: the modernization was associated with "technical risks",
it took longer and the costs continued to rise, as the letter says.


Criticism from the Federal Audit Office

The Federal Audit Office had already examined the modernization of the maritime surveillance and formulated harsh criticism.

The auditors complained that the ministry had not defined any criteria for the termination.
Other armaments projects have also shown in the past that new shortcomings were identified during the work,
the industry received new orders and projects were delayed and became increasingly expensive.


In the letter from the Ministry to the members of the Defense Committee,
the Bundeswehr was said to be conducting a "market review".

So it is checked which aircraft have already been developed and could be bought.

The ministry's letter mentions two Airbus and Boeing models, among others.
