Nice one: it is mentioned on an ETAD Instrument Departure Chart dated 04nov21. A short search reviews, from fb : "Nearly 4 years ago, Lippe RADAR was integrated into EUROCONTROL". I will remove the freq indeed.

Most likely yes; as it is the most upper airspace one can have. On a regular basis one can hear Norvenich Eufi's going up and down to the training areas above the North Sea. Edit: It's still the same piece of airspace I suppose, but not relevant enough for our purposes.
