Mexico seeks a company to modernize 18 Mi-17 helicopters of Russian origin

The plan of the Mexican Air Force is to have five updated and repaired aircraft within a year of signing the contract.

The Mexican Air Force (FAM) has opened a tender
for the contracting of major repair services (overhaul) for 18 Mi-17 helicopters of Russian origin, deployed by the 303 Air Squadron .

It is intended for both national and international companies,
but it is unknown if any Russian company will be able to participate
due to the sanctions for the invasion of Ukraine,
which make it impossible for Russia to operate within the international banking system,
preventing :!: money transfers to that country.

According to what was published,
given that the Mexican Air Force does not have the technical capacity
to provide the service required in accordance with the aeronautical regulations approved by the manufacturer,
as well as the designer of the aircraft,
in this case the Mi Design Bureau l (MVZ ML MIL),
the project will be contracted with resources from the annual program of acquisitions, leases and services 2023.

The FAM plan is to have
five updated and repaired aircraft within a year of signing the contract,
four aircraft as of September 1, 2023,
a third batch of four aircraft as of December 1, 2023
and finally a fourth batch of four aircraft as of February 1, 2024.

The Mi-17 of Mexico

The Mexican Air Force received these modernized MI-17s by the Russian NARP company in January 2015,
which could fly for 2,000 hours or 8 more years, so this 2023 requires repair and tuning.

The Mexican Mi-17s have a service life time assigned by the manufacturer of 18,000 flight hours,
of which 5,000 have been used on average in each airframe, with which they still have a long useful life.

In the case of the TB3-117MT engines, these have a life time of 4,500 hours and some already have more than 1,000,
this is the case of engines repaired in 2020;
but those refurbished in 2015 have less than 100 flight hours.
In the case of the other components, they have different expiration periods.

Training

Along with the repair service, it is requested that training be provided at no extra cost for 16 elements of the Air Force as of October 2023,
as follows:

eight aviation maintenance specialists on the constructive design and technical exploitation of the Mi helicopter -17 and their engines;
and eight specialists in aviation electronics on the constructive design and technical exploitation of the radio-electronic and aviation equipment of the same aircraft,
as well as training in the configuration and maintenance of the first and second steps for the detection and isolation of faults in the electronic systems of The aircraft.
