Canada moves towards replacing CP-140s with P-8As

Canada has moved closer to the possible acquisition of the Boeing-P8A Poseidon maritime patrol aircraft for its Canadian Multi-Mission Aircraft (CMMA) requirement.

“With a view to exploring this option in more detail, Canada has recently submitted a Letter of Request through the United States government’s Foreign Military Sales programme outlining Canada’s requirements and requesting an offer,” says the Canadian government Public Services and Procurement agency.

“These requirements include up to 16 P-8A Poseidon aircraft and associated equipment and initial servicing, as well as access to intellectual property and technical data.”

RCAF operates 15 CP-140Ms, with an average age of 42.2 years.

It is interesting to see how the Canadian aerospace industry will react. No final decision yet though, although the P-8 seems the only viable option.

You'd think Canada would at least ask Japan to make an offer around their Kawasaki P-1. There's also the Airbus A319MPA, although that is a less developed option.

If nothing else, it might make US/Boeing sweeten their eventual offer.

HHmmm, looks like Bombardier DID object to the Letter of Request sent to the US. They say that their Global 6500 needs to be considered on an equal footing. However, the Canadian aircraft has absolutely no ASW capability. Guessing the P-8 is a fait accompli at this point.

Washington has valued a prospective sale to Canada of 16 Boeing P-8A Poseidon maritime patrol aircraft at roughly $5.9 billion.

Detailing the development on 27 June 2023,
the DSCA said Ottawa’s requested aircraft package also includes communications and self-protection equipment, along with spare parts, operational support and training services.

Canada in March 2023 announced its intention to acquire the P-8A as a successor for its aged fleet of Lockheed Martin P-3 Orions – locally designated the CP-140 Aurora. The US-built type would be introduced via the Canadian Multi-Mission Aircraft (CMMA) programme.

Bombardier has called on Ottawa to stage a competition for the CMMA need, proposing a development of its Global 6500 long-range business jet, in partnership with General Dynamics Mission Systems-Canada.

The Royal Canadian Air Force will retire its last CP-140s in 2030.

In a notice published on June 27, 2023,
the Defense Security Cooperation Agency (DSCA)
estimated the value of the aircraft and associated equipment and services to be around $5.9 billion.

The Canadian government had expected the Multi-Mission Aircraft program to cost over $3,77 billion.

In May 2022, Bombardier offered its own candidate for the CMMA program.

Associated with General Dynamics Mission Systems-Canada,
the Canadian manufacturer proposed to adapt its Global 6500 business aircraft to Anti-Submarine Warfare (ASW).

Bombardier described its offer as
“the right-sized jet for the CMMA with next-generation engines, long range, high endurance,
and coupled with proven reliability and better fuel efficiency.”

WASHINGTON, June 27, 2023 - The State Department has made a determination
approving a possible Foreign Military Sale to the Government of Canada
of P-8A Aircraft and related equipment for an estimated cost of $5.9 billion.

The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

VICTORIA, British Columbia — The Canadian military will start receiving in 2026 Boeing-made P-8A Poseidons it is buying through a deal worth $5.9 billion.

Canadian cabinet ministers, including Defence Minister Bill Blair, made the official announcement Thursday, but defense observers had long expected it after Canada earlier this year requested from the U.S. pricing on the P-8

Canada will initially acquire 14 of the planes with the option to buy two additional P-8s at a later date.

Blair said the aircraft should be all delivered by the fall of 2027 and the fleet fully operational by 2033.
