Why the 646 is coded 133-MQ and the 681 is code 3-AG ?

3-A* are the old codes they are recoding to base number two letter digits, in this case BA133, which is Nancy, this makes 133-M*

Little bit confusing: so they are changing not only the the 3- with 133- but also the coding Ix, Jx and Xx ?
