The US authorities apparently do not even even consider that aviation-enthusiasts could be of assistance.
Each aircraft-spotter should be considered an extra pair of eyes against threats, instead of a threat itself.
I don’t see the problem. Someone with a hoody covering his head could be suspicious (and being suspicious is very easy in the USA, as we know).
Let’s say that you are indeed resembling a spotter as seen on the poster, what’s the worst that could happen? Someone may call security, and they’ll come by to see what you’re doing. You show them your ID, they’ll ask some questions and will probably tell you about some law nobody has even heard of, and send you away.
Personally, I’ve been checked before in the US, and experience learns that you should probably listen to mr. Cop and look for another place to spot, further away from the fence.
But, obvisouly, the TSA is getting it all wrong by publishing posters like these. How the hell would a plane 'fall into the wrong hands' if someone took a picture of it? Welcome to the land of Idiocracy...

I guess there is a different reason behind it (as always). Spotters notice the "secret" CIA planes on several airports. Afterwards is it found out that some of these planes are used for illegal actions...
That is what they try to avoid (or do I read to many books)...

Reality learns us that -not just sometimes- beautiful planes are already in the wrong hands anyway. Thinking about Criminals, Non-law obiding (industrial) leaders, etc.
