Last Saturday started the Combined Joint Staff Exercise. It is a command and communication no flying exercise.
Maybee NATO AWACS and sigint planes can be used.
Directly the exercise started were they were followed by a rather mod Il-20.
The Il-20 were shadowed by another plane (certainly NATO). Usually the RC-135S/U/V/W fly in area. Maybee the plane can be the new Global Hawk from base in northern Germany.
Discussions if they were scrambled. Maybee noone is interested to scramble, so they can study the signals from the Il-20.

The same type of aircraft has since a time been seen based at Rostov-on-Don flying around the Black Sea coasts.
The planes can be seen at www.airliners.net. They are probably been reworked at Puskin air base, outskirts of St Petersberg. Several of the pictures takes at Pushkin ARZ. On the base there is also a worskhop of Leninets radar workshop (Su-34, Tu-160, Il-38 May, Ka-31 helicopters). On the base there is a interior forces helicopter unit.
Russia has sigint gound center outside Ostrov.
Spy ground units outside Pskov and northern Kaliningrad area.
