Not surprising indeed!

But I thought that 17th Squadron would be the OCU for the F-35 so technically also the first to fly the plane. Or will 617th be the first operational squadron?

Correct. 17sq for OCU/operational trials etc like with the Eurofighter the last years, and 617 the first operational fighter unit.
