Are you sure 196 has a Mali flag? I saw this one couple of weeks ago, and it looked more like Senegal. It had a star in the middle, which Senegal has, and Mali doesn’t.
Given the appearance of a Philippines aircraft with serial 204, it seems that the serials of some of the later Canadian aircraft may change
295511 was originally planned to be c/n 204.
