I was at NAS Lemoore last week (base visit). From outside the fence you can't see anything. The base is huge and in the middle of an agricultural area. The Navy owns those fields surrounding the base. There is a public viewing area on the road to the main gate. When you take the exit tot NAS Lemoore, you can drive past a checkpoint (that is for trucks only) to the "real" gate of the base. Before you get there, there is a parking lot on the left side of the road. From there you can observe aircraft landing of taking off from both runways. However the distance to both runways is such, that photography is out of the question. Unless you have someting like an 800mm lens or so.
At Fresno it is possible to read serials of the ANG F-16's from the parking lot near the waterbombers. When you drive around the field, you can't miss it. There are a lot of camera's though, so you probably will be visited by security forces if you hang around too long. Driving around the field you will also reach the AVCRAD. Reading serials is possible there. I was there in the weekend and did not have any trouble with police or base security.
