If I understand you correctly, you ask if it is a good idea to take a stepladder?
Yes, please do. The fence between the public side and the runway is quite high to the right hand side of the control tower. It usually is the sort that is used to fence off construction sites. To the left of the tower it is lower and of permanent character, but still higher than usual at airshows.
