Yes it was, and showed RCH 104.... Showed with Unknown Polish Hexcode 48D8E6. Showed on 4 Mode-s feeds only, but from that perspective I can not determine if it went to RS or not.
Also believe this is first time 48D8E6 is logged, It closely resembles Polish C-130E 1502 with Hexcode 48D8E1, C-130E 1505 has 48D8E4.. If they are in sequence this MIGHT have been C-130E with serial 1507...

from pollish blog

New C-130E Hercules arrives in Poland The Polish Air Force recently took delivery of another C-130E Hercules - this example has Polish serial 1507. The Hercules passed through RAF Mildenhall in the UK at the end of September 2010 in USAF colours as serial 21856 callsign REACH 104
it arrived at Powidz air base in Poland on 1st October 2010 and was re-painted with Polish Air Force roundels and new serial 1507.
1507 arrived at Krakow, Poland on 24th October 2010 for a few days of para dropping - this Hercules was built by Lockheed with c/n 3820 was operated with the USAF as 62-1856 for almost 48 years - the final USAF unit to fly this veteran Herc was the 61 Airlift Squadron ( 61 AS ) as Little Rock, Arkansas.

other source said there was no C-130E on base but a M-28.
or he(source) is wrong or the SBS box is already replaced from 1570 to a M-28

Or.... was the Question related to Mode-s Sighting and asumed he was inbound RS???
This Hexcode was logged Nov 8th & Nov 9th...
Polish F-16's were heard overhead Germany on Nov 8th enroute to Spain....
I think, this Hexcode was Indeed C-130 1507 but this one was enroute Spain for support and returned Nov 9th and never touched Ramstein Soil.

A polish C-130E was NOT in Ramstein on this day. Only an M-28.

RCH 104 the same callsign is departing RS at the moment. My opinion is, sbs is not 100% at all.
