AW139 Sand camo scheme with Green flag on tail difficult to id due to sun

I-RAIU (317 In front window) Presume 31317
Anyone know who it is for please?

also

NH90 Code EI216 seemed stored in large tent near Motorway end

Green flag makes me think of Libya. They are currently taking delivery of AW.139 (second of five was delivered last month). However, according to this article, final assembly of these choppers is actually in Libya.
