This story should read

'Lockheed C-130 and C-5 could receive winglets'.

Testing is to commence in 2012.From what I read in the opening paragraphs,winglets could become available from 2014.

That is about the Herc. The Galaxy is planned to start flight-testing with winglets during 2014.
