Very clear explanation E, makes it all a lot more understandable why images get rejected for other reasons then the first rejection. It's random. The screener picks a set 1/5/10/20/50 from the queue and screens them. They only choose the amount, it's like picking the top few papers from a large stack. If it was rejected before, you can't see, unless you specifically start looking for old rejections. That is something they can do, but it's doesn't always happen. If the uploader mentions it's an improvement of an earlier rejection, they will more probably have a look at the old one.
The screener then accepts the pic or ticks one or more of the rejection reason boxes. If OK, it goes back into the pile of screened shots. He can also say 'I'm not sure, I need a second opinion'. Then more than 3 screeners will hav a look. If it gets 3 OK's, it gets accepted. The screener can also decide to instant add, so it doesn't need to go via 3 or more screeners.
