Hi Piet, I went round these on Labour Day Weekend in 2008, although there wasn't much activity (which makes sense) and its a bit dated I hope this is still of use.
Toledo: No activity, but F16s could be read off from; 41°35'48.34"N 83°47'49.05"W Also 3 Preserved a/c near the Main Gate, A-7D, F-84F & F-100D. I don't think photographing from outside is easy here, looking at GE.
Fort Wayne: No activity here, also due to some runway construction. If there are any A-10s (in 2008 it were F16s) outside they can be read off from 40°58'28.57"N 85°10'54.61"W Also here 4 a/c near the Main Gate in a compound. An F-84 used to be preserved near the HQ building on base, but it seems it has moved to the compound as well. Photography looks easy from outside, no matter what runway they use. Can remember the local sheriff came at us, but was very friendly.
Selfridge: For a Saturday, there was some activity. Some visiting ANG F16s and T38s went out to play, and could be nicely photographed on their return from this location: 42°35'37.02"N 82°50'30.16"W No problems here, although we didn't stay too long. A bit further down on North River road all a/c can be read on the ramp.
The north side of the base houses a museum with about 25 a/c, all can be seen from outside the base. Check for opening times:

There's also a Coast Guard detachment, I thought their ramp wasn't easy to see, so you have to be lucky and catch one flying.
Anyway enjoy your time, and I'm sure I will hear the stories one day!
