This motion started already in September 2012 as the MoD announced they are exploring the options to outsource their maintenance activities that go beyond line maintenance. These small tasks will be done at the airbase and all other checks will be done elsewhere, trying to combine these at Woensdrecht to form a so called "Maintenance Valley". As part of saving money the MoD believes that joining with civil parties is the best option. Given the tender for the Cougar seems to be one of the first actual trials tacking shape to see if this strategy can deliver what the MoD expects.
