Baltic Review on http://baltic-review.com/2014/01/lithua ... y-landing/

reported a F-15C made a emergency landing the 24 January 2014 in Baltic Siauliai. The plane make NATO alert QRA.

Picture of tail code WA 058 looked like a F-15D, but the picture does not need to be connected with Baltic.

I am not really sure what you mean.
I suppose you already know that four Lakenheath F-15Cs are already providing Baltic Air Policing cover since January 2014?

That picture is clearly unrelated, as that is not a Lithuanian countryside below. Looks more like Utah/Nevada/Arizona area, as would be expected with a Nellis Eagle.

I found soon the answer of my question.

The situation is new because of the Ukrainan crisis.

This means lot of traffic from nearby Pskov-Kresty, close to Baltic, the base of the Il-76 and 76 VDD.

Intelligence units are certainly alerted on both sides of border.
