No flying at Wittmund on Monday and Tuesday this week??? (I was planning for Tuesday and some friends for Monday)

How would you interprete these NOTAMS I just found when preparing my journey. May JAWTEX participant be conceived of as "scheduled traffic"? I can hardly believe Turkish F-16s deploying to a German airbase just to finde their temporary base to be closed a couple of days?
