...it doesn't really look like this Mexican Rockwell Sabreliner 60 was shot out of the sky...

The original report mentioned two aircraft of which the other one marked -MNX could be a crash accident. A picture shows the burnt airframe.

Correct. The Rockwell 690B Turbo Commander you are referring to was probably also destroyed on the ground.
