In short, the article is about TIA who are sueing Fokker, because the manufacturer does not want to supply them with the paperwork that usually comes with the aircraft. Fokker fears (and according to their lawyer has proof) that TIA is a cover for some kind of operation that sells aircraft and/or parts to Iran, which is against the international trade restrictions.
