The traffic from the North was gridlocked today. Try the off base parking to the South East of the base, approaching via the village of Teverem and then follow the Nato Air Base signposts from where you get routed to off base parking. It's a bit of a walk but still better than the traffic on the North side. Yes, that is a problem. You have to have them. While on the base heading for the parking area you are stopped to check if you have tickets. Maybe there is a slight chance you can obtain tickets.
