The handover of the first offer request for new fighter aircraft to the government agencies of the producer countries has taken place.
armasuisse expects the offers until the end of January 2019.
Based on the requirements published by the DDPS on 23 March 2018,
on 6 July 2018 armasuisse
handed over the request for new warplanes to the government offices of the five candidate manufacturers:
Germany
(Airbus Eurofighter),
France
(Dassault Rafale),
Sweden (Saab Gripen E)
and the
USA
(Boeing F / A-18 Super Hornet,
Lockheed-Martin F-35A ).
The manufacturers contacted by the government authorities can now submit an offer to armasuisse until the end of January 2019.
The offers should contain, among other things, the following elements:
Calculation of how many aircraft are needed from the manufacturer's point of view
in order to fulfill the tasks of the Swiss Air Force
(including four aircraft permanently in the air for four weeks)
Price for 40 and 30 aircraft including logistics and guided missiles
as a starting point for the later determination of the required number of pieces
Information and proposals for cooperation between the armed forces and the procurement authorities
Information on possible offset transactions
Evaluation and cost-benefit analysis
The details of the manufacturers are then analyzed in detail.
In doing so, the DDPS defined a weighting of the four main evaluation criteria
for the benefit of the system:
Effectiveness (operational effectiveness, deployment autonomy) 55%
Product support (maintainability, support autonomy) 25%
Cooperation 10%
Direct offsets 10%
This weighting will also be applied to the ground-based air defense system (Bodluv),
for which the offer request is expected to be sent in late summer.
To compare the candidates with the new fighter aircraft and the new ground-based air defense system, the overall benefits are compared to the procurement and operating costs.
Further steps
From May to July 2019,
the fighter planes will be piloted one after the other in Payerne,
followed by a second RFQ by armasuisse in November 2019,
which should be answered by the end of May 2020.
The findings from the flight and ground trials
as well as the knowledge and data gathered
from the evaluation of the first offer flow into this second, updated request for an offer.
The manufacturers are requested by the second offer request
to submit the most advantageous offer for Switzerland.
From June to the end of 2020,
the evaluation report will be prepared and,
together with that of the system for ground-based air defense,
submitted to the Federal Council for the type selection.
Under its Air2030 programme,
Switzerland is aiming to procure new combat aircraft and ground-based defences
in a programme valued at CHF8 billion ($8.1 billion).
It is the biggest arms procurement programme in modern Swiss history.
Requirements
The new fleet would replace the current Northrop F-5 Tigers and F/A-18s which are scheduled to be retired in the 2020s
Armasuisse, the Federal Office for Defence Procurement,
said it was asking the firms to submit pricing for 30 or 40 planes,
including logistics and guided missiles,
as well as an assessment of the number of aircraft necessary to fulfil the Swiss Air Force's needs.
Vote
In March 2018 the government said that Swiss voters would have a say
on whether to buy new fighter jets – but not on the type of jet.
It added that the two previous projects to buy new jets – F/A-18s in 1993 and Gripen fighters in 2014 –
had also been subject to a nationwide vote.
The 22-plane Gripen contract was rejected by 53.4% of voters.
