I really have some problems believing this. I just can't believe that somebody is that stupid. Well, I was there yesterday afternoon, with my stepladder. I had a nice conversation with security (rode baretten). They asked not to stay too long at the fence because the Germans are getting nervous... “And don’t climb over the fence”, they said, with a big smile on their face. I was there for about an hour on sunday morning, 11-ish, combining spotting with my sunday morning dog walk . I saw at least 10 other spotters in that period. All close to the fence, many with small step ladders. In that period, nobody was bothered, let alone asked to leave. And nobody I met there was so stupid to climb the fence .

Tourist tips:
Walking the fence makes our German friends very nervous, (Dutch) patrols asked us several times to stay back from the fence.
For minimal annoyance and exposure (and maximum foto opportunity) walk the path all the way to the back and take the 2nd or 3rd cleared grassy area left towards the fence.
Best foto's taken in the morning (sun in the back) with a small step ladder.
Also Staatsbosbeheer seems to be actively patrolling their jurisdiction around the base for illegal access by foot & vehicle.
