Can you rephrase your question Arthur, as it is not 100% clear to me what you are asking. Maybe this travel advice below helps if that was your question but with Zoetermeer being in ZH it seems you have a potential problem...

Als u dit niet kunt overleggen moet u zich bij aankomst in Duitsland preventief laten testen. Dan wordt gevraagd om daarna 14 dagen in zelfquarantaine te gaan. Deze quarantaine kan opgeheven worden als de test negatief is. De test- en quarantaineregels van de Duitse overheid gelden niet voor reizigers die uit de andere Nederlandse provincies komen of op doorreis zijn naar een ander land. Yes Arthur a difficult consideration ...?

Een Corona-test uit Nederland is geldig als preventieve test op voorwaarde dat deze uiterlijk 48 uur van tevoren is gedaan. U kunt hiervoor niet naar de GGD, maar naar een commercieel testcentrum, te vinden via deze website of Google.

Voor een test ter plaatse kunt u bellen met telefoonnummer 116 117

Wanneer je je aan de Duitse grens laat testen moet je in zelfquarantaine de uitslag afwachten. Door de beperkte testcapaciteit kan dit enkele werkdagen duren.

Boete voor niet naleven richtlijnen verschilt per deelstaat: tussen 10 en 10.000 euro.

And for the record, a covid-19 test for the "deelstaat" Nordrhein Westfalen is not required if your stay does not exceed 24 hrs.
