Probably so and why not. Depending on the used scenario the Phantoms could very well be positioned as long range interceptors whereas the Rafales could be the mud movers trying to get to their targets and being shot off along the way by the BVR enabled Phantoms. Be advised, these Phantoms might be old on the outside but they're still a potent radar platform with AMRAAM's and the whole shabang Just speculating here.
