Yes they have a small agressor fleet based at Taitung on the east coast of Taiwan.
Your F-5 pictures have been made at Taoyuan right? I can tell by the Eva MD.11 which taking off in the background.
The RF-5's are withdrawn from service some years ago, the base now is a reservebase with F-16s on TDY from time to time.
Taitung is actualy the only F-5 base left on Taiwan, so a large fleet can be be seen there.

Taoyuan is handed over to the Navy and currently housing the S-2T Trackers.

I'm not sure about the 4th TRS at Hualien. It was transfered in 2005 to Hualien from Taoyuan. During 2006 it only operated a hand full of RF-5's, besides that also the 12th TRS was operating out of Hualien with F-16's in the Recce role. If I'm not mistaking, then they might have taken over this role completely from the RF-5's.
