Spain also want to use only part of the ordered EF2000 (I believe 54 of the 73 ordered)

Yes.
But the 37 German ones are not ordered/build as part of tranche 3B.
The Spanish ons are build as part of tranche 1, 2, 3A.
Other thing is that the EF2000s is much more expensive to operate than the Gripen or F--16.

That's something I was also wondering about. Can they afford flying Typhoons? Even for Austria they are almost too expensive to fly.

The Italians offered early versions of their Typhoons to Bulgaria or Romania before so that might be a candidate!

EFA is too expensive I think, the choice will be between Gripen or F-16.
