The European F-16 Training Center (EFTC), announced in August 2023 by Lockheed Martin and the governments of Romania and the Netherlands was inaugurated 13 November 2023. They will train Romanian and Ukrainian Pilots on the F-16. The Romanian Ministry of Defense provides the 86th Air Base, training facilities and host nation support, the Royal Netherlands Air Force provides all 11 F-16AM and seven F-16BM aircraft, and Lockheed Martin and its subcontractors provide the instructors and maintenance. All the 18 F-16s will remain the property of the Netherlands but some of these aircraft could be transferred to Ukraine in the future.
