Just from a quick comparison of the two sites globe.adsb.fi had 1900 aircraft being tracked and ADS-B Exchange had 5700 but coverage in my area they seemed the same. I worry that ADS-B exchange might end up a pay site but they claim no major changes will be made for now.

I did a little research and the RF-4C is a battle damage repair plane formally from Zweibruken ZR 68-554. The paint job is not accurate that it is in now. There is also a Battle Damage Repair F-15 stored in one of the shelters near the Ammo Dump but I don't know the SN or Tail Number.
