If I am correct these noise rules are in place this year because of some festivities/ceremonies in the morning not that far from Leeuwarden Air Base. This would mean that next year Volkel will not have these constraints... What I remember, these festivities were mentioned to be some kidsparties. :c...

The hungarian ones are stated as static. They stopped flying them operational a lot of years ago. Their Sukhois were stored at Papa in 1998, where I saw them on a visit with HAT. Maybe the polish flying :?:
