It's called something like "handling charges" which now applies to all visiting aircraft.
And what's your point? The airport decided (just like Amsterdam) that the core business wasn't small GA visitors. A small aircraft uses a certain part of the noisequota, just like bigger aircraft do. In order to maximise revenue, you pay for use of that quota. Sounds like a good idea from a business point of view.
Now, from the GA point of view, that's an entirely different story, but that's not the point here.
