It might be possible, although I never did it. I've seen people standing outside on the side of treshold 27 in the past, so it could be done. In the past there was only a part of park and view where stairs were allowed (and from what I understood, this has been enforced) and this part was not offering the best angles for photos in take off, unless they use runway 09. This year there has been talk in advance stairs would be banned completely from Park and View, due to massive complaints about blocking other's view. If you are inside the P&V area you do not need stairs.
